Developer HCC bought 25,000 acres in the Western Ghats and broke ground on pastel European facades, a private university and a school of international management.
What happened
In 2010 India's environment ministry issued a stop-work order over illegal forest clearance. HCC defaulted on ₹6,800 crore of debt; Lavasa entered insolvency in 2018 and remains a half-built ghost town.
Why it fell short
- Environmental clearances were obtained after construction had begun
- Crushing debt load — interest exceeded operational revenue
- Demand for a private hill city evaporated post-2008
- Repeated changes of ownership in bankruptcy stalled completion
