The vision

'Africa's Silicon Savannah' — a $14.5bn smart city 60 km south of Nairobi designed to host 200,000 residents and 30,000 ICT jobs by 2030.

Context

A flagship of Kenya's Vision 2030, Konza was master-planned by SHoP Architects with a phased BPO district, university campus and IoT-instrumented streetscape.

What happened

After a 2013 groundbreaking, only the data centre and a single university building stand on the 5,000-acre site. The 2030 population target has been quietly revised to 'phased delivery.'

Why it fell short

  • Infrastructure financing repeatedly delayed by treasury constraints
  • Few anchor tenants willing to commit before others had moved
  • Distance from Nairobi's existing talent pool deterred firms
  • Successive administrations reshuffled the governing authority
