The world's first large-scale carbon-neutral city for 500,000 people, designed by Arup on a Yangtze estuary wetland — a working model for every future Chinese city.
Context
Backed by Shanghai Industrial Investment Corp and signed in front of Tony Blair and Hu Jintao, Dongtan was to open its first phase in time for the 2010 Shanghai Expo.
What happened
Not a single building was ever constructed. After party secretary Chen Liangyu was jailed for corruption in 2008, the project quietly disappeared. The wetland today hosts a bird sanctuary instead.
Why it fell short
- Project champion Chen Liangyu fell in a corruption purge
- RAMSAR wetland status made development legally fraught
- No clear governance entity once political cover vanished
- No genuine demand — Shanghai expansion went elsewhere
